World of Warcraft - Item Upgrade
Item upgrades allow players to increase the level of equippable weapons and armor. This increases the stats of that gear, as well as sometimes adding buffs or the rerolling of an affix.

Items can be upgraded at any item upgrader NPC in the game. These NPCs are located in the major questing areas or capital cities. You can also find item-upgraders by visiting dungeons with high-level bosses. You can also talk to NPCs in the garrisons of your faction.
The World of Warcraft item upgrade system lets players increase the level of weapons, armor and trinkets. The process is similar to the process used for gear reforging in Mists of Pandaria and Warlords of Draenor however instead of using the currency that is appropriate players must visit an NPC to upgrade their items to complete the process.

Requirements

Exceptional items are also suitable for rerolling, however their original stats will be replaced by a flat bonus. This means that rerolling a Rare item will result in a Normal version of the same kind, while rolling an Epic item will result in an elite version of the same type.

The maximum level of upgrade for an item is determined by the item's level and its quality. Rare items can be upgraded to an maximum of level six while Rare and Epic items can be upgraded to levels nine. The upgrade of an item is added to the base statistics of the item. This means that they will not increase further after a certain level.
